How to Upgrade to Cumulative Update 12 for Exchange Server 2019
Cumulative Update 12 for Microsoft Exchange Server 2019 was released on April 20, 2022. It includes fixes for nonsecurity issues and all previously released fixes for security and nonsecurity issues. These fixes will also be included in later cumulative updates for Exchange Server 2019.
A component that's used within Exchange Server requires a new Visual C++ component to be installed together with Exchange Server. This prerequisite can be downloaded at Visual C++ Redistributable Package for Visual Studio 2012.

After you install this cumulative update package, you can't uninstall the package to revert to an earlier version of Exchange Server 2019. If you uninstall this cumulative update package, Exchange Server 2019 is removed from the server.

To get the latest version of Exchange 2019, download and install Cumulative Update 13 for Exchange Server 2019. Each CU is a full installation of Exchange that includes all updates and changes from previous CUs. When installing a new Exchange server using the latest released CU, you don't need to install Exchange RTM or any previously released CU.
To get the latest version of Exchange 2016, download and install Cumulative Update 23 for Exchange Server 2016. Because each CU is a full installation of Exchange that includes updates and changes from all previous CUs, you don't need to install any previous CUs or Exchange 2016 RTM first.
The Exchange product group released March updates for Exchange Server 2013, 2016 and 2019. Be advised that the Exchange team also put out a notice for fixed vulnerability in Outlook (CVE-2023-23397), together with a supporting script to analyze mailboxes for this possible exploit (link), which is rather uncommon.
When it comes to Active Directory, only Exchange 2019 CU12 supports Windows 2022 Domain Controllers. Exchange 2016 and Exchange 2013 do not support Windows 2022 Domain Controllers (despite earlier communication from Microsoft). One of the new features of Windows 2022 is support for TLS 1.3 and several of my clients have a requirement for this. Unfortunately, Exchange 2019 still does not support TLS 1.3 and support for TLS 1.3 is expected by the end of this year.
Today we are announcing the availability of Cumulative Updates (CUs) for Exchange Server 2016 and Exchange Server 2019. These CUs include fixes for customer reported issues along with all previously released Security Updates (SUs), including the updates released in the March 2022 SUs. A full list of fixes is contained in the KB article for each CU, but we also want to highlight some important changes.
The next CU will be released in H2 of 2022, and it will be for Exchange Server 2019 only; mainstream support has ended for Exchange Server 2013 and Exchange Server 2016. We will release SUs as needed while those versions are in extended support.
Today, we are excited to announce that Exchange Server 2019 CU12 includes an updated Exchange Management Tools role designed to address the specific customer scenario where an Exchange server is run only because of recipient management requirements.
The updated Management Tools role eliminates the need to have a running Exchange server for recipient management in this scenario. If you have only a single Exchange server that you use only for recipient management, you can install the updated tools on a domain-joined workstation, shut down your last Exchange server, and manage recipients using Windows PowerShell. By default, Windows Server 2022 uses Transport Layer Security (TLS) 1.3, the latest version of the Internet's most deployed security protocol. With this release of Exchange 2016 and 2019, changes have been made to the servicing model. The number of CUs that will be released in a given calendar year will be reduced to two. This will be a H1 and H2 release which will ship approximately in April and October. Exact dates may vary. There will still be security releases to address those issues. Reducing the CUs to two per year allows a longer coexistence period and less work for admins overall to keep on-premises Exchange updated. The next CU for Exchange 2019 will be the H2 release later this year.
Exchange 2019 CU12 has multiple new additional features that were also announced today. Perhaps the most anticipated was a mechanism to remove the last Exchange server when all mailboxes are in Exchange Online. Note that there are a series of caveats with this, and needs to be fully explored. Will do an additional post on this in the near future. Support is added for Windows Server 2022. This allows Exchange 2019 to be installed onto the Windows Server 2022 platform. CU12 also adds support for Windows Server 2022 DCs. Please review the exact details in the Exchange Server supportability matrix.
On the topic of Windows 2022, this adds an interesting issue for TLS. Windows Server 2022 uses TLS 1.3 by default and this is not currently supported by Exchange 2019. Support will be added in a subsequent CU in 2023.
